Message	A buddy of mine has a 99 jeep wrangler with all sorts of mods but when he went up to meineke to get an estimate on welding a magnaflow high-flow cat in place of his stock one they said he couldnt do it because it would be illegal. The guy said that it is illegal to replace your cats before 100k unless the car wont pass emissions or the cat is damaged. Is there any truth to this? If I wanted to put high-flow cats on my pre 100k Z I wouldnt be able to?
